Transport Secretary Heidi Alexander announced the date on 27 September. Until the transfer, Avanti West Coast remains run by First Trenitalia West Coast Rail, the private operator named in the current contract. The government has not yet taken over the service.12

Sky News reports that ministers plan to use a termination right in the contract, which was awarded in October 2023 and could otherwise run until 2032. A 2024 law provides a route for Department for Transport-contracted passenger operators to move into public ownership. The Commons Library lists Avanti’s core contract term as ending on 18 October 2026, with a later expiry date of 17 October 2032.23

The transfer date is set; the promised service changes are less specific. ITV reports that the government wants timetable changes to make journeys faster and more reliable, particularly to and from Manchester. It has not given the revised train times, frequencies or a start date. Avanti’s published timetable information describes the usual national timetable changes in May and December, but does not identify these proposed changes.14

The announced investment includes £10 million for power and signalling maintenance, £50 million for London Euston improvements—including £11 million for seating and passenger facilities—and £10 million for other stations by the end of 2027. These are planned investments, not completed work. Alexander has also promised a comprehensive improvement plan; the announcement does not establish that public ownership will itself deliver fewer delays or cancellations.12
