Israel has ordered Britain’s consulate in East Jerusalem to close by Thursday, in a diplomatic dispute over UK measures targeting trade linked to Israeli settlements. Israel’s foreign minister, Gideon Sa’ar, announced the closure on 8 September, the day the UK and partner governments set out plans to restrict trade in settlement goods. 12

The deadline has not yet passed. Reuters reported on Wednesday, citing a source familiar with the matter, that Britain still hoped to reach an agreement to keep the consulate open. Sa’ar’s spokesperson said the mission would close on Thursday as announced. 3

The dispute has prompted reports of possible British retaliation. Reuters cited four unnamed sources who said the UK was considering expelling Israeli diplomats. A fifth said London might wait until after Israel’s 27 October election to act, if it acted at all. The UK Foreign Office and Israeli Foreign Ministry declined to comment, and no formal UK expulsion decision has been announced. 3

Britain’s national security adviser, Jonathan Powell, visited Israel the previous week to try to prevent the closure, Reuters reported, but the visit did not secure an agreement. The report also said the UK had asked European countries to raise the issue with Israel. 3

The consulate is a separate mission from the British embassy in Tel Aviv, which remains open. The UK says the Jerusalem office represents it in Jerusalem, the West Bank and Gaza, works on political, commercial, security and economic ties with Palestine, and provides consular assistance to British nationals in those areas. 4

Its closure would therefore affect more than diplomatic protocol. The Guardian’s reporters in Jerusalem described a quiet compound on Tuesday; that observation does not establish whether the mission will shut the next day. International Crisis Group analyst Amjad Iraqi told the paper that Palestinians would bear the cost of losing the consulate’s presence and services. The scale of any disruption is not yet clear. 5

The UK says it does not recognise sovereignty over Jerusalem pending a final determination of the city’s status, and regards East Jerusalem as under Israeli occupation. The dispute over the consulate comes amid wider tensions over settlement policy and Britain’s criticism of Israel’s actions in Gaza and the West Bank. 43
