Pakistan transfers Khyber Pakhtunkhwa control to federal governor

President Asif Ali Zardari approved emergency measures in the PTI-governed province after the federal cabinet accused its leaders of disengaging from counterterrorism. The move comes as Imran Khan’s supporters march towards Islamabad.

Zardari approved the federal cabinet’s recommendation on Sunday, 11 October, putting Khyber Pakhtunkhwa under Governor Faisal Karim Kundi’s authority. The north-western province, which borders Afghanistan, is governed by Khan’s Pakistan Tehreek-e-Insaf (PTI). The measures invoke Articles 232 and 234 of Pakistan’s constitution, covering emergency powers and governor’s rule.12

The federal government says the province’s elected administration had “deliberately disengaged from the fight against terrorism”. That is the cabinet’s justification, not an independently established finding. The federal government appointed Dr Muhammad Fakhr Alam Irfan as chief secretary, effective immediately, in a sign of the shift in provincial administration.2

The transfer follows a dispute over who should direct counterterrorism policy. PTI says it has been excluded from security decisions and opposes military operations. In July 2024, the provincial assembly urged the federal government to consult it before launching a new military operation; it voted against a proposed operation in parts of Khyber and Bannu districts later that year.2

PTI chairman Barrister Gohar Ali Khan called the federal move undemocratic and said weakening provincial autonomy would not bring peace. He said the party would pursue the issue through constitutional and legal forums.2

The decision came as PTI supporters marched towards Islamabad to demand the release of Khan, the jailed former prime minister. The protest began on 4 October, after talks with the federal government failed to resolve whether to postpone it. The timing makes the takeover politically consequential, though it does not establish that the march was the government’s sole motive.34

The constitutional provisions set out different powers and time limits. Dawn’s explainer says governor’s rule starts with a two-month period and can be extended by Parliament, but cannot last more than six months in total. It says an emergency lapses after two months unless Parliament approves it. Geo News reported that a Gazette notification for an Article 232 emergency had been issued; its report did not publish the notification’s text, leaving the precise terms of the measures unclear.56

PTI figures also said Afridi had been taken into custody. Dawn reported that it had sought police comment, while the Associated Press attributed a detention claim to Khan’s party; the reports did not independently confirm his arrest.23
