Portsmouth’s anti-migrant protests have turned a border argument into a national policing test

The disorder at Eastney Marina was not a policy debate conducted loudly. It was a public-order failure involving damaged emergency vehicles, injured officers and masked men now being sought. The harder question is why the state appeared to be learning in real time.

The immediate facts are ugly and increasingly difficult to spin away. Around 200 people gathered at Eastney Marina on Sunday 6 September after more than 100 migrants were brought ashore from a small boat. Protesters blocked the road, officers formed lines around transport vehicles, and several police, Coastguard and Border Force vehicles were damaged. A small number of officers were treated for injuries, though nobody was seriously hurt. ¹ ²
Hampshire police have since released images of six men they want to question. That is an appeal, not a finding of guilt: their identities and alleged conduct remain unconfirmed. But the investigation has already produced one charge. Del Leon Somerville, 42, was charged with violent disorder and assaulting a constable after his arrest on 11 September. Detectives say they are reviewing hundreds of hours of footage. ³ ⁴
The Portsmouth violence followed a masked protest in Dover on Saturday 5 September, where hundreds blocked roads approaching the port. Kent police described the action as rapidly developing; local officials called it coordinated. The available evidence establishes a sequence and shared style, not yet a proven national conspiracy. The men in balaclavas may have travelled between events, but that is not the same as proving central organisation. ⁵
The policing response has exposed a contradiction. Ministers now say officers should use the “full powers” available against face coverings, while Downing Street has asked forces to examine whether more could have been done before and during the weekend. Yet the relevant powers were not used in Dover, and police commanders have acknowledged that the events developed with little warning. The state is promising firmness after the fact because it failed to look firm during it. ⁶ ⁷
Hampshire police used new powers restricting face coverings during a planned Portsmouth protest on 12 September. Under Section 158 of the Crime and Policing Act 2025, officers could require people in a designated area to remove coverings used to conceal identity. The force says the measure applied impartially to all groups. That safeguard matters: a power introduced amid anti-migrant disorder must not become a convenient licence for selective policing. ⁸

The central test is therefore larger than whether six men are identified or whether more arrests follow. It is whether Britain can protect lawful protest without allowing organised intimidation to commandeer roads, ports and emergency operations—and whether police forces can act consistently before political outrage arrives with a television crew.

The evidence does not yet prove that Portsmouth and Dover were nationally coordinated. It does show something more consequential: a local dispute over migration rapidly became a cross-force policing problem, forcing ministers, chiefs and communities to confront the same question at once. “Peaceful protest” is a right. Blocking rescue and transport operations while masked, and damaging the vehicles protecting them, is not its more passionate cousin.
