← Latest editionDrone Barrage Exposes Russia’s Vulnerability at Home
Ukraine’s largest reported attack on Moscow killed at least three people, hit a major refinery and exposed the limits of Russia’s defences during its parliamentary election.

- Russia said it destroyed 1,110 Ukrainian drones across the country, Crimea and the Black Sea; Moscow’s mayor said 450 were heading towards the capital.1
- The attack killed at least three people and injured 20 in the wider Moscow region, according to regional authorities. About 400 residents, including 70 children, were evacuated from a damaged apartment block.2
- Drones reached the Moscow Oil Refinery, where fires were filmed and a facility was damaged. The plant processed 11.6m tonnes of crude in 2024, but there was no immediate confirmation that production had stopped.23
- The barrage struck on the final day of Russia’s first wartime parliamentary election, a vote designed to demonstrate support for Vladimir Putin’s war while excluding serious opposition.4
The most important fact is not the disputed drone count. It is that weapons reached the refinery supplying Moscow while Russian authorities were insisting the attack had been defeated. Russia’s air defences intercepted hundreds of drones, but they did not prevent damage to a critical fuel site, homes and civilians in the capital region.
The refinery strike also lands in an already strained fuel system. Ukrainian attacks have forced several Russian refineries to reduce or halt output, prompting Moscow to restrict fuel exports and contributing to shortages and higher prices. But the immediate effect of Sunday’s damage remains unclear: no reliable production figures have yet been published, so claims that the attack materially reduced fuel supplies would be premature.3
